Coming up with a science fair topic is really not that difficult, so I really have to disagree with you.
If a student has never done a science fair project then they need to be shown how. Asking them questions so that you tap into what they are interested in stimulates a topic that will keep the student interested in the process.
That is why it is so important for teachers to help their students.

What do you wonder about?
Have you every wondered what makes one piece of candy taste better to you than another?
